Certainly no active measures can be taken to remove any people from a land they don't want to leave, and no government can choose to just evict and deport all conservatives from New York. In fact, a balanced amount of both conservatives and liberals can be healthy for a population as it encourages discourse and provides views that might otherwise be overlooked.
However, I see no reason to take active measures to prevent a natural gravitation of the people towards one side of the political spectrum. If there are more people choosing to be liberals, or if more liberals are choosing to move there, or if more conservatives are choosing to leave there, why should any action be taken to prevent them from doing so?
From what I understand, oysters actually use the sound that comes off of reefs from water rushing through them to decide where to hunker down. So I guess the noise that annoys is a sound different from that of a reef?
